Introduction to the Security Industry

History of Private Security

Both private security and public law enforcement are rooted in common origins.  The idea of private security has been established for thousands of years. However, the roles of private security has changed to adapt for the modern world. Both private and public security are an essential requirement in our society today.

It is documented that the first role of a public officer being assigned to protect the citizens was in the roman empire. The “Cohort” was a military unit formed by the roman empire.

The members assigned to that used were designated the title of “Praetorian”. These individuals were considered the first police force. They were compromised of military personnel. Their duties were to ensure safety of citizens.

During the Anglo-Saxon era, a new process was developed.  The idea of the Citizens assisting in the roles of public safety was adopted.  The idea that the safety of the citizens was a responsibility not only left for public officials. It is in this time that the concept of a “Citizens Arrest” was formed.

It was not until 1663 that the first formation of a paid constable was created. This was a requirement due to the increase of population, and the demand for protection of property at night. The main duty of the constable was to patrol at night for protection at night, as well as to provide an early warning for fires.

It was during those times that the concept of “Habeas Corpus” was also enacted.  The Habeas Corpus Act states that police officers are to bring forth the prisoner to a judge, to explain why a prisoner was being held.

In the year 1829, Sir Robert Peel, Home secretary of England, promoted a bill to Parliament entitled ” An Act for improving the Police in and Near the Metropolis”.

This Act brought in to place full time, uniformed, and paid police officers. this was known to be the first regulated police force.
