Tactical communication should always be used to de-escalate a potentially violent situation.
It is only when all other options have been unsuccessful that the force applied by the officer
should escalate to the use of impact weapons.
The principal police/security impact weapon is the baton. It is the intermediate step between
hand applied force and the ultimate force of firearms.
Certain circumstances may warrant an accelerated reaction using a higher degree of force when
initiating contact with a violent or dangerous suspect. Combative behavior or the influence of
alcohol, drugs or a controlled substance (such as PCP) could justify greater force in the initial
stages.
A blow with a baton can immobilize a combative suspect. It can disarm him/her if he/she is
carrying an offensive weapon.
A baton should only be used when officers are subjected to behaviours that can be articulated
as “grievous bodily harm or death”.
